Urban WERQ-FM (92Q)/Baltimore Program Director Victor Starr exits; MD/midday personality Neke Howse will handle PD duties until a replacement is named. Prior to joining 92Q in July, 2003, Starr programmed WZMX-FM/Hartford for two years. Before that, he served as PD/MD and afternoon talent at KPRR-FM/El Paso for several years. (12-11-07)
